SPONSOR SUBSTITUTE FOR SENATE BILL NO. 28 An Act                               
relating to the unincorporated community capital project matching              
grant program; and providing for an effective date was read the                
second time.                                                                   
                                                                               
Senator Mackie, Chair, moved and asked unanimous consent for the               
adoption of the Community and Regional Affairs Committee                       
Substitute offered on page 2572. Without objection, CS FOR                     
SPONSOR SUBSTITUTE FOR SENATE BILL NO. 28(CRA) was                             
adopted and read the second time.                                              
                                                                               
Senator Torgerson offered Amendment No. 1 :

	Delete all material and insert:                                               
	Section 7.  This Act takes effect July 1, 1999.                               
                                                                               
Senator Torgerson moved for the adoption of Amendment No. 1.                   
Without objection, Amendment No. 1 was adopted.                                
                                                                               
Senator Taylor moved and asked unanimous consent that the bill be              
considered engrossed, advanced to third reading and placed on final            
passage. Without objection, it was so ordered.

reconsideration on CS FOR SPONSOR SUBSTITUTE FOR SENATE                        
BILL NO. 28(CRA)(efd am) be taken up at this time. Senator                     
Lincoln objected.                                                              
                                                                               
Senator Taylor called the Senate. Senator Taylor lifted the call.              
                                                                               
Senator Lincoln withdrew her objection. There being no further                 
objections, it was so ordered and the bill was before the Senate on
